The New Zealand Family Violence Clearinghouse is acting as a central place for information related to family, whānau and sexual violence and COVID-19. This page provides updates and key points from government agencies. Every effort is made to make sure the information is up to date, however thing change quickly. To check what's been added recently, see Latest updates. Family and sexual violence helplines are available at all COVID-19 Alert Levels.

The Government has provided detailed information about operating safely and how the COVID-19 Alert Levels apply (updated 14 December 2020).

Ministry of Social Development (MSD) updates for providers

MSD has created a webpage that has the latest guidance and information for all social services related to COVID-19. This page has Information on operating at all COVID-19 Alert Levels.

MSD has general information about support for communities. This page has information about social service and community organisations that provide help, particularly for Auckland. 

MSD has worked with the Ministry of Health to provide information on PPE guidance for essential social services.

MSD has previously published Guidelines for the Family Violence and Sexual Violence workforce for COVID-19 Alert Level 4 and Level 3  (updated 12 August 2020). The guidance is for the family violence and sexual violence crisis workers who provide support to victims/survivors during COVID-19. It covers how providers should operate during Alert Levels 3 and 4 while meeting health and safety expectations to keep staff and victims/survivors safe.

Police

In a COVID-19 media statement, Assistant Commissioner Sandra Venables said:

“We want everybody to know Police will continue to prioritise family harm incidents and we will come when you call. Everybody deserves to be safe, and feel safe. ... Let me be clear, if you are in immediate danger and you cannot call us on 111, leave your house and get out of harm’s way. Your safety comes first. Get to a safe distance and then ask a neighbour, or a passer-by (at a 2 metre distance) to call 111 for you. We also urge neighbours and friends to contact Police if they have concerns. If you think something’s not right, it probably isn’t."

Justice, courts and legal  

The Ministry of Justice has Information for all court and tribunal users with the most up to date information about COVID-19 impacts. 

Courts of NZ has information about protocols under all Alert Levels. This information is updated when alert levels change.

Also find information about the protocols for the District Court including criminal, family and youth courts for all alert levels. 

The Ministry of Justice has published Health and Safety factsheets for court users during COVID-19 at Level 1 (November 2020) and Level 2 (updated 25 September 2020). A Health and Safety factsheet was previously published for Level 3.

Shared care of children

See the Ministry of Justice Guidance for managing shared parenting during COVID-19 alert levels. This page is regularly updated when alert levels change. 

Principal Family Court Judge Moran had previously issued a statement related to Alert Level 4 about Children in shared care – and COVID-19 on 24 March 2020.

Legal help

Legal Aid services are available at all alert levels. See the MOJ website to find a legal aid lawyer/provider. See the Ministry of Justice for all updates related to Legal Aid Services and COVID-19.

Services are available at all alert levels from Community Law centres.

 

Work and Income

See information about how Work and Income services and benefits have changed.

There is extra financial help for people and employers affected by COVID-19. The Government announced a new COVID-19 income relief payment on 25 May 2020.

The Government launched the www.connected.govt.nz website to provide one place for information on employment support and products for workers and businesses affected by COVID-19.

 

Oranga Tamariki – Ministry for Children 

See the Oranga Tamariki website for updates and changes to their services. The Oranga Tamariki Practice Centre website has more detailed information about how their practice has changed in response to COVID-19 and resources for providers.

Oranga Tamariki has previously published some guidance on how their practice has changed during the pandemic. This includes Whānau contact arrangements for tamariki in the custody of the chief executive (Level 2) and Family group conferencing for care and protection and youth justice at Alert Level 2 (both dated 14 May 2020).

 

Immigration

INZ has two special visa categories for victims of family violence – a temporary work visa and a resident visa.

Privacy and information sharing related to COVID-19

The Office of the Privacy Commissioner has information on privacy and information sharing related to COVID-19.

Also see the Ministry of Health for information about Privacy and security for the NZ COVID Tracer app. Using the app is not required and you can use other ways to keep track of where you have been.

Additional funding options

On 16 November 2020 the Government launched a new fund, the Ākonga Youth Development Community Fund - Strengthening Ākonga Resilience to Achieve Better Outcomes. The fund is for Iwi and community-based youth development programmes delivered outside of traditional education settings (e.g. schools/kura) to support ākonga (students aged 12 to 21 years) who have been adversely affected by the COVID-19 pandemic to stay engaged in their education journey.

On 18 August 2020 the Government announced $40 million for the new Lottery COVID-19 Community Wellbeing Fund to focus on community and social initiatives in response to COVID-19. Information about eligibility and how to apply is available from Community Matters.

On 31 July 2020 the Government announced a new fund to support community groups related to COVID-19 impacts. The Community Capability and Resilience Fund (CCRF) has funding for community groups for initiatives that support the rebuild and recovery from COVID-19. $36 million is available from 1 August 2020 to support communities over the next two years.

On 27 July 2020 the Ministry for Pacific Peoples opened applications for a Community Covid-19 Fund. The Fund supports Pacific communities and groups who are leading and driving their own solutions to respond and recover from the impacts of COVID-19. Grants are available for up to $50,000. This fund is now closed.

The Office of Ethnic Communities have new priorities focused on supporting ethnic communities while they navigate the impacts of COVID-19. The fund is available for projects or activities that provide alternative means of staying socially connected, employment initiatives, and community resilience and recovery. 

The Ministry for Women funding for the COVID-19 Community Fund is now closed and all funds have been awarded.

MSD's COVID-19 Community Awareness and Preparedness Grant Fund is now closed.

Charities Services / Ngā Ratonga Kaupapa Atawhai has information on fundraising for all COVID-19 Alert Levels including street appeals and in-person events.
